Members' Handbook

Updated: 28 April 2005
Added: 26 March 2004

Update 28 April 2005:  We will be updating this page early in the new Parliament (2005) but meanwhile please note that the new Members' Handbook is available online on the Intranet (look under 'M' on the Index) and hard copies will be available immediately following the General Election - from 6 May 2005.

The new - fifth - edition of the Members' Handbook is now (26 March 2004) available in draft form on the intranet. Any comments or queries should be sent to Mark Egan, Office of the Clerk. It is intended to publish the Handbook in hard copy for Members and their staff at the time of the next general election.

The Members' Handbook is the comprehensive guide to the facilities and services offered to Members by the House Service and contains a wealth of information, much of which is as essential to Staff as to MPs.  This is not a complete list of the contents but here's a sample:

  • INDEX OF SERVICES AND FACILITIES

  • FEEDBACK AND ADVICE

  • EMERGENCIES:
Fire, Medical emergencies, Accidents, Suspect packages and incidents

  • NEW MEMBERS :
      Financial arrangements: Pay, Expenses.
The parliamentary estate: Office and staff, In the Chamber.

  • DETAILED INFORMATION

In the Chamber and Committees: Information services, Speaking in the Chamber,

  • GLOSSARY

...and here are a couple of excerpts from the Introduction by Roger Sands, Chief Executive:

"A number of changes have been made to the format and content of this edition, in order to make it more user-friendly. Most significantly, the Handbook is shorter and easier to navigate, using the index to services and facilities at the front. Wherever possible the Handbook refers users to the enormous range of up-to-date information provided by the House Service on the parliamentary intranet. The Handbook itself is also available on the intranet, both as a pdf file and as a set of links from the index.  It is intended to keep the Handbook up-to-date on the intranet, as services and facilities change or new ones are developed, and to issue paper copies at the time of the next general election.

"The Handbook is likely to be of use to Members’ staff, both in Westminster and in constituencies, as well as to Members themselves. Work will shortly commence on specific guidance to Members’ staff and others on the services and facilities available to them."
